I believe that the latter image contains two Jumpstarters, and that they are forming the combined mode that they have in the Legends pack-in comic. At least, I rather hope that this is what they are doing.
Although, it is fair to say that combination sequences in general do have some interesting...freudian...readings possible of them...

OK, if Action-Master Soundwave's a Transformer, what does he transform into?
Transformer isn't a race or species. The species name was Autobot, though some of them rejected it and called themselves Decepticons (a bit silly, like a group of humans deciding they don't want to be called humans any more). Transformer was just a group description of a bunch of Autobots and ex-Autobots who now had the ability to transform. And it was the brand name Hasbro used for their toy range.
Ratchet referred to Guardian as an Autobot in the comic. Roller is referred to as an Autobot in the cartoon. Neither of them is described as a Transformer. Nor should be the Action-Masters.
