The best TNG is in S3 which rocks the Kasbah big time.
But in the interests of fairness
S1 Encounter at Farpoint Datalore Conspiracy The Neutral Zone
S2 A Matter of Honor The Measure of a Man Q Who Peak Performance
S3 The Ensigns of Command - rubbish episode but it contains *the* moment where the series clicks Booby Trap The Enemy The Defector Déjà Q Yesterday's Enterprise The Offspring Sins of the Father Sarek Ménage à Troi The Best of Both Worlds
S4 The Best of Both Worlds: Part II Family Brothers Reunion Future Imperfect Data's Day Redemption I

And for the record my recomendations for the next few seasons are:
S5 Redemption II Darmok Ensign Ro Unification I Unification II I, Borg Time's Arrow
S6 Time's Arrow, Part II Realm of Fear Relics Schisms Chain of Command, Part I Chain of Command, Part II Face of the Enemy Tapestry Second Chances Descent
S7 Descent, Part II Phantasms Parallels Lower Decks Masks Eye of the Beholder All Good Things...

A decent stab at a list, Phil, but you need to add Cause & Effect and Timescape.
Edit: Oh, and The Big Goodbye. And Elementary, Dear Data. And Ship in a Bottle. And Starship Mine.
Actually, there were a hell of a lot of classy episodes in this series.

Excellent suggestions by Phil.
I would add
S3 - Who Watches the Watchers S3 - Hollow Pursuits S3 - The Most Toys
S4 - First Contact (possibly the best TNG episode ever as a piece of science fiction). S4 - The Nth Degree
Ensigns of Command is nice little episode all the way through and certainly the start of great things for TNG.

It's the bit where after being mucked about by the alien race all episode Picard cuts the transmission and goes wandering round the bridge as the coms call goes off in the background. and then in Booby Trap where he takes the con to fly the ship out the trap

Checking now both Cause & Efect and Timescape are good.

All I can say about Cause and and Effect is thre - BOOM!
Ship in a Bottle. Great episode.. The ending is a bit surprising for such a self-proclaimed morally developed people as the Federation...

We never saw the aliens from 'Conspiracy' again, did we? Despite the homing beacon. A lot of Wrath of Khan style comeback oportunities in there. My favorite TNG episode. Edge of my seat I was when saw that for first time.

If its the newly remastered versions I'd rewatch them all, even the ones I remembered being pretty terrible turned out to be watchable at least once with the new FX.

Nope. It is the unseen alien menace in the following episode 'The Neautral Zone' who are meant to be the Borg. -Ralph

Pretty sure they turned up in a novel? Albeit one I didn't read.
EDIT: ah, Martin beat me to it by less than a minute!
Think it's best they didn't turn up again, it was a reasonably well contained episode (though nice that there was a hint earlier in the season) and follow-ups can so often lead to disappointment.
