Even if a toy of the GL from the Snyder Cut is released, it cannot be purchased.
Character is called Yalan Gur he was created by Gerard Jones. DC's deals generally mean creators get royalties for characters in other media/merch. (A quick google search and look at the news headlines will tell you why this man deserves no royalties).

It's why they stopped the reprints of 1990 GL before Ron Marz took over the book and why vast swathes of JLE and JLA will never be reprinted now.

Okay, well, I have learned something today. Yup. I had a fondness for that era Hal Jordan as he was just a really annoyed middle-aged man. Quite a different take for heroes, had him having been GL for 15 years - Martian Manhunter and the JSA aside the oldest hero. Forever tainted by that utter scumbag.
