Just to clarify, is the popular opinion that the import duty itself is justifiable, but the fee levied by Parcel Force and its peers the horrible bit?

The popular feeling is that neither fee is justified as the bar for bringing things into the UK is astonishingly low. Also, folk are generally importing things which ARE NOT IN UK SHOPS. Hence the point of importing.

Hence the point of importing. -Ralph The bar came down a year or so back from £18 to £15 having not gone up the entire time I've been importing toys. In real terms the bar has probably halved in that time. I don't mind paying the VAT generally but do object to the high clearance fee which is now £5.50 more is your parcel is tracked!

I think its that most tracked packages get handled by Parcelforce who have the higher fees. If it goes via Royal Mail the fees are usually lower.
Edit: I could be wrong, I've tried to avoid importing for a while.

Yep, a tracked parcel attracts a higher rate of clearance fee than an untracked parcel - the clearance fee is not determined by the value of the item so far as I can tell, it is determined by the type of postage(and yes, I have had a situation where I paid more in clearance fee than I actually did in duty on an item). Somewhat perverse if you ask me - bearing in mind that the amount of administration involved in collecting the VAT is exactly the same regardless of which method of postage is used.

Personally I think the duty should be included in international mail fees, but then there's the problem of HMRC retrieving the fees from the overseas companies. The admin in this would probably be more and push the fees up even further.
