CBR is a Comic Book Rar file (a folder that has been compressed using Winrar).
CBZ is a Comic Book Zip file (a folder that has been compressed using Winzip)
Or if you have a mac you can compress it yourself and just rename it to either or. (Handy!)
This suggests to me you do not have a CBR reader on your iPad.
