In 1993 the archive director decided to junk a lot of childrens tv programming. Yes, there are shows that late which no longer exist in the archive. 8 out of 13 episodes of Chockablock no longer exist. Fraggle Rock wasn't the BBC though, and not killed in the same purge.
I believe there's some uncertainty about the UK versions of Fraggle Rock: the archive for the ITV region that made it, TVS iirc, is now in private hands.
TVS also made Number 73 (Hey up!) and I believe loads of them are gone along with other Saturday morning kids shows

Sadly they do still hold the rights, thus preventing any further BBC Release.
A similar thing is believed to be what killed the BFI Cushing 1984 release.

The Cushing 1984 situation annoys me. I have seen it on youtube and thought it was fabulous. I would pay money for a copy, even if wasn't remastered. Such a good production. I never really 'got' 1984 until I saw that version. It's famous enough that I would think it would be commercially viable. Sure it wouldn't sell gangbusters but I would imagine it would sell enough to be viable.
