I don't think that anyone is claiming that the vans aren't real. The vans indeed did exist. The question is not whether they existed, but whether they had the capabilities that were claimed for them. Two entirely different questions. It is like the gap between the claim that the B-2 is "invisible to radar", and the reality that from a narrow band of angles it has an apparent size on a radar of approximately a crow (whilst from other angles it looks exactly as large on radar as anything else it's size). Part of me thinks they must be real because if they were completely fake it could not have remained a secret - the BBC is no more free from leaks than government is. But it's possible that the technology referred to is no more sophisticated than something to detect fluctuating light from behind curtains that is indicative of a moving TV image. And if that is all they can do, then they can be thwarted by blackout curtains or watching TV in a room with no windows visible to the street. In the age when nearly everyone has a TV, the simplest way to check up on people is to knock randomly on the doors of the few addresses who aren't registered for a licence, and without identifying yourself ask a few questions about TV viewing habits.
