I can answer this! (second ever post)
1. Yes there are vans
2. No, the vans cannot detect via technology your modern TVs. (There was tech that could sort of spot old cathode ray TVs)
3. Their main technique is peering through the window and spotting the tell tale TV glow. Unsurprisingly, those that don't pay the TV license, tend not to conceal it that much.
