Not talking about wins, simply typical rules of engagement. So capturing your enemy and putting his head on your desk, and hanging all his warriors upside-down doesn't count as winning the Great War, at the time? I'd have thought Shockwave would be entitled to declare total victory at that point without requiring a surrender to make it legitimate. Martin

Again I am talking about rules of engagement and no that wouldn't count as winning the war, and Shockwave being the logical chap wouldn't declare victory yet. He would know there was the possibility of Autobot forces still at large on Cybertron. In his eye the war would still be going on until he could prove it.

I always see Scorponok winning the war for the Autobots rather than the Decepticons if that brief spell counts as the war actually ending. He helped with the team up that then led to peace (for five minutes) - not Decepticon supremacy or complete control of Earth & Cybertron.
Also, as much as we all like him, he didn't really do much actual 'leading' in the end - causing troops like Mindwipe and Triggerhappy to desert. (So I guess he is a bit like a Transformer Jeremy Corbyn). He also didn't do anything that made Optimus surrender - it was Optimus' call and only because he wanted a favour.
I like Scorponok more than any Decepticon leader, but Ratbat is still the boss in that role.

Megatron is the founder of, and best leader of, no doubt.
However, Soundwave, Shockwave, Ratbat, Scorponok, and Bludgeon are good leaders also.

I didn't like Bludgeon as leader at all. He was much more interesting as the silent assassin type who stood out among his fellow Decepticon troops. After he became leader, he simply became a Skeletor wannabe. But, like Ratbat, it was nice to see him rise to power from the ranks.

He conquered most of a planet, which was unprepared for war, and then lost half of it again when the Autobots got their act together under Optimus Prime. And Shockwave helped him with military strategy. Only when Prime and Megatron disappeared did Trannis re-take all the city-states Megatron lost to Prime, and conquered Iacon. Only Trannis conquered the whole planet. (And then got assassinated by Xaaron's Wreckers.) Martin

Megatron was a reat leader for the Decepticons - but was always missing/dead or heading to the looney bin in most Marvel stories.

Yes it always seemed strange to me how he was treated in Marvel UK. Seemed he was never in charge! They played the looney card too often. There's no mention of looney toons in Megatron's Techspecs. It did allow Shockwave to shine though. Allowed us to see the real Shockwave.

Would there have been 'The Decepticons' without Megatron? In newer versions of Transformers nope but in Marvel I think the Decepticons would still have arisen anyway. -Ralph

Megatron was the force of personality the Decepticons rallied round in Marvel, but wasn't capable of running the show on his own. A Shockwave led uprising would have been brutal and quick, but would have taken much longer to occur and might not have had the same people involved. You could see him eliminating several Decepticons along the way - Starscream for one.

I suppose it comes down to one's own interpretation of a character. To me, Marvel isn't, necessarily, the Prime Canon.
But obviously this is a Marvel leader poll... so yeah, Megatron's portrayal on Marvel perhaps does let the character down somewhat, in some ways...

The Fall & Rise of The Decepticon Empire always springs to mind when I think of Megatron as he should be. And he was portrayed as a good leader in Arrival From Cybertron or indeed the whole first season of the cartoon. It was only during season 2 he became typical viliian of the week.
