If an episode ends with TO BE CONTINUED flashed up on screen then it is considered part of a story, if it doesn't then it is a single episode of a full story. While perhaps not the best way to state what makes up a full story in the modern era it would allow for consistency with replies.

Actually, The Rebel Flesh ends with a big 'To be continued' at the end, leading into the next story, so is that a four-parter?? Is Face The Raven/Heaven Sent/Hell Bent one story or three? Or two? |

If it says TO BE CONTINUED it's a multi-parter. The three words are quite clear.
