Mostly because they see themselves as rightful monarchs, morally raised above other people and entitled to demand allegiance, subservience and service from lesser mortals. In this specific case I think it is because Musk doesn't want anyone who has to work for money to be in this job because they might to balk at his intention to crash the economy and send the majority of people into penury.
What I suspect he is looking for is someone from the same wealth strata as himself whom he expects will be likely of the mindset that the suffering of the majority is not only a price worth paying for dismantling the government, but an actual end in itself. Essentially a fellow wealthy libertarian who feels like being independently wealthy means that their should be no restrictions on what they are entitled to do, and what they are entitled to take from the rest of the human species.
After all, if the economy collapses and everyone is desperate for whatever few jobs remain then they won't be expecting things like limits on how many hours they can be made to work, vacation days, sick days, toilet breaks, medical care or other such luxuries that they haven't "earned", and will just be relieved that they have the opportunity to be serfs of their "betters" rather than living in starvation and destitution...
That's my reading of this particular case.
And in case you are thinking that this makes it sound like the insanely rich are basically just total douchebags...
