Based on Thunderwing and Crossblades, Blue Bacchus is the better toy. I don't like the TW/BS shell missing the back half of the head.
I do like the robotic look they've retooled both of them into though, shame the Vroom one never happened.

They both look better than their western releases, but the shells look even more robotic. So they're not really Pretenders any more than, say, 1986 Ultra Magnus.
Is a Crossformer the TF version of a Crossdresser?

According to Greatshot in the above video, the Crossformers are 'extreme destructionists'.
Black Shadow's tech-specs are apparently all 8s except for courage which is 7.
Blue Bacchus is all 8s except speed which is 9.
But tfu.info has the tech-spec numbers the other way round. Which is correct?

These two are probably improvements on the Mega Pretenders as they just went and made them full on robots. Vrooms appeal was obviously his wonderful daftness, so Takara thought they'd best leave him be. Voting for Blue Bacchus here - because it rights the oddness of Crossblades. Strange that his inner robot in that Victory clip is in his western colours.

The artist later tweeted about who some of the unknowns in the group shot were, which included a robot based on an early Liokaiser design, and the Vroom retool based on this early Victory concept artwork [lower left, 3rd in]:

If I've gotten the hang of Hub rules by now, I think I'd be correct in saying that only if it says "Pretenders" on the box...
You could argue that since there are robots inside shells, then they automatically count as Pretenders. But then you would have to consider Ultra Magnus as a Pretender. And maybe the Brainmasters. And... So that's a tricky slope to start down.
So in my book, I'd definitely say "maybe".

So do we count the Crossformers as Pretenders? Personally I do, the same [slightly remoulded] toys were sold as Pretenders in other markets. Technically they're not. Similar thing with Brainmasters and Motorvators. Same toys sold as a different subline in another market. Are Motorvators Brainmasters? No, they have Energon mini figures.
