I was completely oblivious to Transformers '84 #0 until looking at the wiki earlier, but it sets a precedent that could see the TR Autobot Clones retooled and redecoed for this

I was going to say that the position and size of hand suggests whatever robot it is is unlikely to fill the side of the box like the other 3 which does suggest a 2 pack.
Man of iron and navigator would fit that well.
But those colours do suggest the us cover which would be...... a shame.

Y'know, people kind of consider Shockwave and the Dino's rivals, with Grim here representing the Dinos, so maybe the next one is a Blaster (new head) and Scrounge two pack? Rivals to Straxus, Scrounge's hand, "new bot", etc.

This makes most sense to me. The three we've had so far have been leaders in the comic but much lesser, or not at all, in the cartoon. The next figure really should be Blaster just to balance this lineup.

I think it's a really safe bet that whoever it is appeared on the cover of the comic. Almost certainly the US run, but potentially UK.
And I don't think leader class is a precedented requirement.

Hmm, aside from Scrounge, there's ONE character from those 'Smelting Pool' comic issues that DESPERATELY needs a new improved mould and figure. . . . Powerglide! We also know there's a Ramjet Reissue coming later this year/early next year, but no news on Thrust being reissued yet.
Cosmos also has a spikey bit above his hands in the comics, just saying.

There is no comic accurate Jhiaxus needed, because we already have him, or as close as they can get as his portrayal varied from issue to issue. Also it's not a slightly different colour, the image you are using is a lower res, lower quality version hence the slight colour shift.

It's plausible it could be Jhiaxus. There's more to these than color changes, as they also all have comic styled shading. And Jhiaxus has a gold hand, and appears on a fair few covers.
But I don't think it's him because nothing else in that image (the red forearm and the red pointy bit) appears anywhere in Jhiaxus' design.

Rodimus isn't a thing for the US run, and the artwork lacks the trademark exhaust pipe blasters on the arm that should be visible for either Hotrod or Rodimus. Though I'm not discounting UK only stuff nearly as much as some people. Hotrod isn't red in the US run, either. He's purple. But of course, Hasbro has a long history of marketing "accurate" deco Hotrod toys that actually completely ignore the colors he's in in the source material in order to make him tomato red. My thing here is that while Rodimus fits the cover requirement, Hotrod doesn't. US Hotrod however has the significantly more interesting deco choice, while UK Rodimus is largely just a variation on traditional Hotrod/Rodimus colors. In my insistence for it being someone who's on a cover, I don't completely discount the possibility that they may commission original artwork replicating a cover, so I do accept that it could be someone who's never appeared on a cover before. But I do find this option to be unlikely at this point in time. Something of note, is that Blaster's hands in Marvel are always portrayed as red in covers, and later issues, but were blue in earlier issues, while these hands appear to be Yellow reflecting red. Kingdom Blaster's hands appear to be the same sprue that his handles are on. It's plausible that this is Blaster with that sprue being cast in yellow. I don't personally see why, but hasbro has indeed made weird choices like that in the past. Perhaps that's the sprue the head is on, and the head and chest are the only significant placements of yellow.
