Blue Raker and Green Raker from Brave Exkaiser line [these 2 are known to be figures designed for Transformers but not used].

From the price stickers on the front of the box I'd guess from Hong Kong, maybe Taiwan. Instructions call the line X-Caesar and have a possible toy company logo Jojo/Joio? Not sure if a bootleg or official. Kinda similar to the Metamorphs KOs.
