It kind of feels like they are throwing money down a hole to answer the question of why the previous hole ended up so deep...

I believe that was the ambition. The original agreed finance was for the Airport-Ocean Terminal line plus the spar going north.

But they put up plans in public. They even had a mock-up tram you could go into and staff told me about the five lines. There were pictures.
