Okay I have a doozy. I have no evidence for this.
So what if Rumble is Blue isn't one of Sunbows many massive animation/writing errors, but a deliberate malicious choice for Capitalism?
(Similar to why Buzzsaw was never really used because he comes with Soundwave and doesn't need advertising)
Kid watches show. Kid says "Mommy, I want Rumble! He's funny!"
Mommy goes and gets Rumble. But it's not rumble. This guy is red!
So Mommy goes and gets the blue one.
Long story short, they don't need to use both toys in the show if they swap names, and the moms will have to get both.
That or because both Laserbeak and Ravage will sell both Rumble and Frenzy, which is not at all obviously actually what happened.

I think the whole Mysterians thing shows the origin of Huffer's toy mould. Obviously he wasn't designed as a cut down Prime because he's from a different toy line originally, but Heavy Metal War did its bit in linking the two.
