Mega-Octane is not a good name. It's not easy to say, nor is it memorable. Scourge however is all these, plus it's really villainous sounding.
It's plausible early early on, they thought about naming him Octane. It's obvious now that was no longer available, hence the modifier Mega-Octane. Not that normal Octane was a great or intimidating name for the new series villain. But with the new modifier, it was clunky, and even worse. So if he ever was going to be Octane, the change was no accident, nor was it a mistake.
If it was another year or two later, he'd have been named Nemesis Prime.

Stepper should be the fire engine, you know the one with a ladder with steps. Artfre should be the black car with firebird drawn on it's bonnet. The error was implicitly acknowledged by Takara in 2000 with Spychanger Artfire tfwiki.net/wiki/Hot_Shot_(RID)

This should join Stepper/Artfire as well as Flywheels/Battletrap in the confusing names boxset. Sideswipe/Sunstreaker could join too but that one is a little more complicated...

Wait, no... cuz the intent was there to call Artfire Stepper and Stepper Artfire, so that is what they were going to be called until a mixup happened somewhere.
It's totally the same thing. Right?

Why couldn't they use the name Onslaught at the time? Mega -Octane doesn't fit the character at all - but they didn't use Dark Convoy.

Why couldn't they use the name Onslaught at the time? Because they've changed the names on all the Combaticons for CR & RID. But the Onslaught name works well for the toy, big guns on it's back Mega -Octane doesn't fit the character at all *which* character do you mean Pete? - but they didn't use Dark Convoy. Dark Convoy only works in Japan where your Autobot leader is called Convoy. I can see some good reasons why they might have avoided the name Dark/Black convoy in the US and they were a year away from the first Nemesis Prime.
